Road and Bridge Priority Methodology

The purpose of this report is to identify the methodology used for improving the county road system through a specific process which will establish a Priority Ranking of road in the county.

Factors that are used in determining the selection for the ranking follows:

Two items are combined to determine the total points for each road.
  1. Thirteen categories are given a number between 1 and 10.
  2. A weighting factor for each category is assigned a relative value.

The thirteen categories are:

Gravel Factor:
Years since road was graveled last.
If road was graveled within 0 to 10 years factor is 1.
If between 11 and 20 years, factor is 5.
If 21 plus years, factor is 10.
Weight factor is 1.

School Bus Route:
yes = 10
no = 0
Weight factor is 10.
The most important category in the system.

Mail Route:
yes = 10
no = 0
Weight factor is 3.

Residential Use:
Factor 0 to 10, depending on relative number of residents.
Weight factor is 6.

Commercial/Industrial Use:
Factor 0 to 10, depending on the relative number of activities on road.
Weight factor is 5.

Growth Trends:
Factor 0 to 10, depending on subjective best guess.
Weight factor is 2.

Recreational Uses:
Factor 0 to 10, depending on relative potential for recreation.
Weight factor is 5.

Seasonal Uses:
Year around uses, factor is 10.
6 month usage = 5
Weight factor is 5.

Deadend Road:
yes = 0 Can give partial points.
no = 10
Weight factor is 3.

Connector Road:
yes = 10 Can give partial points.
No = 0
Weight factor is 6.

Volume, ADT: (Average Daily Traffic)
Based on traffic counts.
0 - 199 factor is 1
200 - 299 factor is 2, etc.
1000+ factor is 10
Weight factor is 8.

Travelability:
Factor 0 to 10, depending on relative ride.
Travelable = 0
Non-Travelable = 10
Weight factor is 9.

Total Points:
Multiply category points times category factor and add all points up.
In conclusion, this methodology is being developed to improve the County Road System.
