SUBDIVISION RESOLUTION

The Subdivision Resolution consists of the steps for the administration and application of the division of land. This document contains specific standards for water, sewerage, road and lot development. It provides policies for the recording of plats, creation of plats and exemptions from the process. Finally, this document works to assist property owners in subdividing and developing their property so that there is consistency in the review, approval and development of land in the county and it functions as a guide for those developing land to know which state and local government agencies are involved in the subdivision process.

ZONING RESOLUTION

The purpose of this resolution is: "to promote the public health, safety and general welfare of the County. To regulate and restrict the location and use of buildings and structures and the use, condition of use or occupancy of lands for residence, recreation, industry, [agriculture], commerce, public use and other purposes in the unincorporated area of the county". "However...no zoning resolution or plan shall prevent any use or occupancy reasonably necessary to the extraction or production of the mineral resources in or under any lands subject thereto".

The Zoning Resolution describes land uses that can be applied to a parcel of land. Each zoning district is unique with permitted uses, restrictions and standards of development. The resolution provides for Conditional Use Permits, which are for a particular (often singular) use on a parcel of land. The resolution also contains variance, planned unit development, mobile home, quarry and application policies, procedures and guidelines.

Prior to improving a property it is important to know if the proposed use of land and/or building is a permitted use. Zoning permits are required prior to constructing new buildings or additions, or changing the use of a property.

FLOOD HAZARD RESOLUTION

The purpose of this resolution is to minimize public and private losses due to flood conditions and to promote the health, safety and general welfare of the public. The resolution discusses permitting requirements, the responsibility of persons when constructing new homes or making improvements to existing homes, standards for subdivision development, procedures for appeals/variances as well as other policies and standards for development that will occur in special flood hazard areas. The resolution requires that certain building techniques be followed to protect against or minimize flooding hazards. Flood Hazard Resolution

BUILDING STANDARDS RESOLUTION

On March 4, 2008 the County adopted the 2006 International Building Codes.

The Building Standards Resolution establishes minimum standards for building materials and techniques for building in unincorporated Sheridan County. Certain areas of the county require building permits; these areas are those, which are found within the boundary known as the Comprehensive Planning Area or the "Code Enforcement Area" (map*) and in most newer subdivisions. Properties outside of the Comprehensive Planning Area and outside newer subdivisions are only required to have Zoning Permits for new construction or change of use. On March 4, 2008 the County adopted the 2006 IBC (International Building Codes). For additional information and details, contact the County Building Inspector in the Public Works Department.

Plan Submittal Requirements

SMALL WASTEWATER FACILITIES

All properties in the County that are proposed to have septic systems must obtain a small wastewater permit and inspection prior to installing or repairing a system. Residential septic systems are regulated through the County's Small Wastewater Facilities and Related Design Standards.Commercial or Industrial septic systems are regulated through the County and (DEQ) the Wyoming Department of Environmental Quality.

If a proposed system is near the City of Sheridan and within 400 feet of their sewer system lines that applicant should consult the city and county engineer's offices for compliance with the City - County Intergovernmental 201 Agreement.

Before your application for a Small Wastewater Facility Permit can be completed you must determine the percolation rate of the drain field bed soils and the depth to groundwater. The percolation test forms are provided with the permit application and must be completed and submitted with the application. The Sheridan County Public Works Department reserves the right to inspect these tests to verify the results. Notify the Sheridan County Public Works Department (674-2920) at least 24 hours in advance of when you begin this work.
