Comprehensive Plan to Shape the Future of Sheridan County!


Sheridan County is Preparing its Comprehensive Plan.  The plan will guide policies, investment decisions, and development patterns in the county for the next 20 years.  It will address themes such as:

  • Orderly and Balanced Land Use and Development
  • Cost Effective Services and Utilities
  • Safe and Connected Transportation System
  • Healthy Natural Environment, including Clean Water
  • Housing for our Workforce



The Sheridan Board of County Commissioners will hold a public hearing pursuant to Wyoming Statute 18-5-202 on Monday, December 22, 2008, at 9:00 a.m., in the District Courtroom located on the 3rd floor of the new addition to the County Courthouse, to consider the proposed Sheridan County Comprehensive Plan. Interested persons are invited to the hearing and present their views.

The general content of the plan includes information on the county's existing conditions; water and wastewater conditions influencing growth; public process; previous county plans and policies; definitions and projected plan capacity.  Key components of the plan include Sheridan County's vision; land use;natural and scenic resources; economic opportunities and jobs; services and facilities; transportation system; distinct communities; regional cooperation; communities in focus; the Sheridan Joint Planning Area; conservation areas and clustering; and implementation strategies.  The plan's geographic extent includes all of unincorporated Sheridan County.

Once adopted, the Comprehensive Plan will supplant the Sheridan County Comprehensive Plan approved in 1982, and the Vision 2020 Sheridan County Growth Management Plan approved in 2001.

Copies of the proposed Sheridan County Comprehensive Plan may be reviewed in the Sheridan County Public Works Department-Planning Office, 4th Floor County Courthouse, 224 S. Main Street, Sheridan, Wyoming, or at the various county libraries.The plan is also available on-line at www.plansheridancowyo.com. For further information call Mark Reid, County Planner, 675-2420.

Overview

Operating under the authority and direction of the Public Works Department, the principle functions of the Planning Office include:
  • Preparation and maintenance of a countywide Comprehensive Plan
  • Conceptualization and implementation of special projects for the Public Works Department
  • Providing staff support for the Planning and Zoning Commission
  • Administration of the Zoning Resolution
  • Administration of the Rules and Regulations Governing the Division of Land
  • Maintaining thorough documentation of planning proceedings
  • Providing enforcement services to carry out county responsibilities
  • Researching and providing recommendations regarding county growth/development

    Goals:

  • To engage the public in all aspects of the planning process.
  • To present a range of alternative considerations, and well reasoned recommendations to decision makers when addressing the county's future.
  • To seek incentive-based solutions in preference to new regulation.
  • To assist the public in conceptualization and formulation of development proposals.
  • To provide accurate and informative reviews of development proposals.
  • To consider the "big picture", while remaining sensitive to needs of the individual.
  • To prepare specific courses of action resulting in implementation of duly adopted goals and policies of the county.
  • To be a team player along with other county departments and elected officials.
  • To work cooperatively with all units of local, state and federal government.
  • To seek first, voluntary compliance with county land-use resolutions.
