Request for Statements of Qualification for Air Service Pricing & Inventory Consulting Services

The Fremont Air Service Team (FAST), acting on behalf of the City of Riverton, Wyoming, and Sheridan-Johnson Critical Air Service Taskforce (CAST) are soliciting Statements of Qualification and Experience for the use of selecting a principal consultant to provide pricing, yield management, and scheduling support on all air carrier passenger point-to-point segments operated between Denver, Sheridan, and Riverton by Key Lime Air, dba Denver Air Connection (DAC) operating as a Part 135 Section 380 charter airline.

Three (3) hard copies and one (1) electronic copy of Submittals of Qualifications shall be delivered no later than 5:00 p.m. local time, on Thursday, April 20, 2017, to:

The proposed project includes, but is not limited to pricing management, inventory management, capacity planning and scheduling, weekly correspondence, and the development of strategic goals.

FAST and CAST will review and evaluate each proposal to determine whether it is in accordance with their needs and the project outline. Submittals will be evaluated against the following criteria: Qualifications of firm and staff, work experience, workload, reputation and references, capability to meet deadlines, responsiveness of proposal, knowledge and experience with Part 135 Section 380 and SkyVantage, and others as outline in the Request for Qualification packet.

Submissions shall include at least two references, a company capability statement, and the fee for the service. The fee shall be quoted on a fixed monthly fee basis. Consultants may include any other information they deem pertinent to this Request for Qualification.

FAST and CAST reserve the right to reject all, or portions, of any or all proposals, to waive irregularities and technicalities, to re-advertise, or to proceed to provide the services otherwise, in their best interest. FAST and CAST may, at their sole discretion, modify or amend any and all provisions related to the Request for Qualification. Upon the request of CAST and FAST, proposers may be required to supply additional information, make assigned personnel available for interviews, or to make additional or supplemental submissions under secondary selection criteria.

FAST and CAST reserve the right to extend the proposal submittal date if needed. It is the responsibility of the proposer to be properly recorded as a proposer of record with each of the above listed contacts for purposes of receiving clarifications, addenda, or other pertinent information. All changes and/or clarifications will be distributed to all proposers of record in the form of addenda. A list of proposers and others who have been issued Request for Qualification documents will be made available upon request.
